It appears that the upgrades and other content planned for Cyberpunk 2077 have been postponed until 2022. The RPG’s roadmap, which is presented in a basic flowchart that gives a general indication of when new content will be released, has been updated on developer CD Projekt Red’s website, and it now shows that the next patches, game upgrades, and free downloadable content will be released next year.
According to a notice on the site (and as noted by Tyler McVicker), the new roadmap now displays “updates, upgrades, and free DLC” for 2022, with the free next-gen update for consoles scheduled in the first quarter, which spans from January 1 to March 31, 2022. Instead, the earlier version of the roadmap (which you can see here thanks to the Wayback Machine’s October 20 snapshot of the page) listed “free DLC,” the next-gen console update, and “many updates and improvements” as coming this year.

The reason for the content’s postponement is unclear from the roadmap update. The studio did, however, recently announce on Twitter that the next-gen updates for Cyberpunk 2077 and The Witcher 3 will be delayed until 2022, stating that “based on recommendations made by teams supervising the development of both games, we decided to postpone their releases until 2022.”
CDPR said in that statement that its current target (at the time of the post) for Cyberpunk 2077 was the first quarter of 2022 (as represented in the now-updated roadmap) and Q2 2022 for The Witcher 3’s own upgrade.
According to SteamDB, this roadmap change appears to coincide with a very significant update to the game’s internal testing build, as Tyler McVicker points out on Twitter. It’s unclear what this means, but it appears that the studio is experimenting with something new — whatever that is.
Update 1.31, which delivered a slew of new quests, open-world, graphic, and UI improvements to Cyberpunk 2077, was the most recent patch to hit the game.
